Notice for Soliciting International Schemesof Project Design for Xicheng Canal Parkin Jiangyin City
中国城市规划学会（委托方代理）受江阴市规划局等（委托方）委托，对下述项目及相关服务进行公开征集，欢迎具备条件的境内外机构参加。
As entrusted by Jiangyin Municipal PlanningBureau （theClient）， Urban Planning Society of China （Representative of the Client） herebycollects project designs from the public for the undermentioned project andrelevant services. Eligible domestic and overseas institutions are welcomed toparticipate.
一、项目名称
I. Project Name
江阴市锡澄运河公园方案设计国际方案征集
Soliciting InternationalSchemes of Project Design for Xicheng Canal Parkin Jiangyin City
Located in the heartland of the YangtzeRiver Delta and in the geometric center of the golden triangle formed bySuzhou, Wuxi, and Changzhou, Jiangyin looks across the Yangtze River fromJingjiang towards the north, borders on Wuxi and is near to Lake Taihu in thesouth, borders on Zhangjiagang and Changshu and is about 180 km from Shanghaiin the east, and borders on Changzhou and is about 190 km from Nanjing in thewest; through all ages, it has been an important transportation hub on bothsides of the Yangtze River, as well as a natural good harbor which combinedwater transport. Jiangyin is also an emerging key city along the riverside ofthe lower reaches of Yangtze River as well asa famous historic and cultural city.
In recent years, Jiangyin has been devotedto the construction of greenways around the city, which brings a new life styleto residents, demonstrates the culture of Jiangyin, and brings back the pastmemories in Jiangyin. In the future, the greenway network of the park aroundthe city will be integrated with residential areas to form a unique greenwaynetwork pattern, in which the city rests in green, and the people live in thesceneries in Jiangyin. With the external migration of fairway functions of Xicheng Canal, a cultural landscape belt will bebuilt along both sides of the Canal with history and ecology as the link andbecome an important part of the park around the city. In order to furtherdemonstrate the unique features of Jiangyin as a waterfront city and improvethe life quality of residents, project designs for Xicheng Canal Park are wanted fromdomestic and foreign institutions.
1. Bonus and compensation fee: RMB 3.6million yuan, wherein bonus for the first prize is RMB 1 million yuan, bonusfor the second prize is RMB 0.8 million yuan, and a compensation fee of RMB 0.6million yuan will be offered to the third, fourth, and fifth prizes
The planning area of Xicheng Canal Park isabout 169.7 hectares （including water area covered 37.8 hectares）；it extends from the Yangtze River in the north to Furong Avenue in the south,and from Tongjiang Road in the west to the east greenbelt of Xicheng Canal andFive-star Bridge-West Ring Road-Meiyuan Road in the east.
四、应征单位资格要求
IV. Requirements to theQualifications of Applicants
1. Domestic or overseas institutions thatare registered within the territory of the People's Republic ofChinaor inoverseas countries, and that have the ability to bear civil liabilitiesindependently and the ability for providing services for this project,including legal entities, and other organizations.
2、境内机构要求具备以下两种情况之一：
2. Domestic institutions shall possess oneof the following two qualifications:
①具有住房和城乡建设部颁发的风景园林工程专项设计甲级资质和建筑工程设计乙级及以上资质的设计单位；
① A design institution with a grade A qualification forlandscape architecture engineering specialized design and a grade B or abovequalification for construction engineering design issued by Ministry of Housingand Urban-rural Development of the People’s Republic ofChina;
②具有住房和城乡建设部颁发的城乡规划编制甲级资质和风景园林工程专项设计乙级及以上资质的设计单位。
② A design institution with a grade A qualification forurban and rural planning and a grade B or above qualification for landscapearchitecture engineering specialized design issued by Ministry of Housing andUrban-rural Development of the People’s Republic ofChina;
3. Overseas （landscape, planning, design, andconsulting） institutions are required to have more thanthree years of experience in providing urban planning services in China andsome designers should possess relevant registration of qualifications.
4、具备类似项目的设计经历和一定业绩。
4. The applicants shall possess the designexperience and certain achievements of similar projects.
5、遵守国家有关法规。
5. The applicants shall obey the State lawsand regulations.
6、通过资格审查并从委托方代理正式获得了本项目的征集文件。
6. The applicants shall have passed thequalification check and obtained the Solicitation Document for this projectformally from the Representative of the Client.
1. The top five applicants that have passedthe prequalification will be selected from qualified applicants according tothe principle of selecting the best ones get to participate in thesolicitation. In principle, one of the winning institutions would be chosen todo in-depth design, and the relevant agreement would be signed separately.
2. The parent and branch companies shouldnot sign up at the same time, and when branch companies（including the branchcompanies of the branch companies） belonging to thesame parent company sign up for the scheme solicitation, the number of theshort-listed branch companies should not be higher than 1/3 of the total numberof applicants.
1. The applicants download and fill thesign up form （attachment1） and send it back to zxb@planning.org.cn, and afterreceiving the sign up form, the Representative of the Client replies thePrequalification Document of electronic version in e-mail.
2、由报名应征单位填写“资格预审文件”电子版并于规定时间内至指定地点递交。
2. The sign-up applicants should fill thePrequalification Document of electronic version and submit it at the designatedsite within the specified time.
3、递交“资格预审文件”并获取相应证明视为有效报名。
3. Only by submitting the PrequalificationDocument and getting the confirmation of acceptance, can the signing up beregarded as effective

7. Duration for submitting thePrequalification Document: 16:00, April 18, 2017 （China Standard Time）； the Prequalification Document received after the aforementionedtime or unqualified Prequalification Documents will not be accepted.
VII. Schemes AssessmentMethod: the assessment committee composed of five or more national well-knownspecialists appraise and rank the schemes by voting which are submitted on timein accordance with the solicitation document. See details in solicitationdocument.
八、本公告中如有中、英文不一致之处，以中文为准。
VIII. In case of anydiscrepancies between the Chinese version and the English version of thisnotice, the Chinese version shall prevail.
