竞赛背景Competition Background

海洋城市是人类文明的下一个未来。21世纪是我国实现海洋强国战略的重要机遇期。舟山群岛新区勇立潮头，更是迎来了千载难逢的历史机遇，将为实现中国梦、深蓝梦和新区梦直挂云帆、破浪前行。
The ocean is closely related to the development of mankind. The exploration and exploitation of the space and resources of oceans have become an important focus in the economic development of many coastal countries. China also proposes the strategic objective of “building China into a maritime power” in the 21st century. Under these circumstances, the Zhoushan Archipelago New Area seizes historic opportunities and finds itself in a position to stand firmly at the forefront of the times. In the future, the Zhoushan Archipelago New Area will ensure that its development, like a gigantic ship, breaks the waves and goes the distance, so as to contribute to realize the dream of the New Area, the maritime dream, and the Chinese dream.

2011年6月30日，国务院正式批准设立浙江舟山群岛新区，是中国第一个以海洋经济综合开发为主题的国家级新区。舟山群岛新区的建设承担着国家区域发展总体战略和海洋发展战略重大历史使命。
China's State Council, or the Cabinet, officially approved a plan to establish the Zhoushan Archipelago New Area in Zhejiang Province on June 30, 2011. It was the first time for the country to set up a new district themed with the oceanic economy at the state level. The Zhoushan Archipelago New Area is positioned to becomethe leading area in Zhejiang's marine economic development, as well an experimental area for comprehensive ocean resource development and a significant contributor to the economic development of the Yangtze River Delta, authorities said.

千岛商务区，位于舟山本岛东南侧的小干岛，与舟山本岛及长峙岛联系密切。基地包括围堰，总体面积约7平方公里（其中围堰围合的区域约2平方公里），近期建设区域面积为5.37平方公里，是舟山群岛新区的核心功能区之一。
Qiandao Business District is one of the core functional areas of the Zhoushan Archipelago NewArea. It is located on Xiaogan Island, southeast to Zhoushan Main Island, andis closely connect to Zhoushan Main Island and Changzhi Island. Qiandao Business District covers an area of 7 square kilometers, including an area of 2 square kilometers enclosed by the cofferdam. Among the whole area of 7 square kilometers, an area of 5.37 square kilometers is planned for the first phase development.

2016年9月，中国（舟山）自由贸易港区获批，舟山成为中国新一轮开放改革和海洋战略的新的桥头堡、先行区和示范区，千岛商务区承担“舟山自由贸易港区核心商务区”的新的战略定位和新职能。“海上花园，自贸总部”的主体定位，对千岛商务区赋予了新的功能和使命，也提出了新的发展和建设要求。
In September 2016, China's State Council formally approved to establish Zhoushan Free Trade Port Area. There after, Zhoushan become one of the pilot areas and demonstration zones in this new round of reform and opening up. Qiandao Business District, which is one of the core functional areas of Zhoushan Islands, is positioned to become the central business district of Zhoushan Free Trade Port Area. The major functional position of Qiandao Business District as “a maritime garden and the head quarter of the free trade port” entrusts it a new mission andraised new standards for its development.

舟山群岛新区和千岛商务区的未来充满想象，想象的动力需要年轻的智慧和力量来点燃！籍此舟山群岛新区现面向全球青年学子发出创新征集令：参加千岛商务区“蓝色梦想海上花园”的空间创意设计国际竞赛，充分表达你的海洋城市梦想，为千岛商务区的未来共同努力！
The future of the Zhoushan Archipelago New Area and Qiandao Business District is full of possibilities. The future belongs to young people with an education and the imagination to create. In view of this, an International Urban Space Creative Design Competition will be held. We value ideas and encourage full expression of visions which suit Qiandao Business District.

竞赛主题Competition Theme

本次竞赛以“海洋城市，创想未来”为主题，鼓励参赛者尽情发挥想象力与创造力，探索未来海岛型商务区发展的无限可能性。通过对海洋文化、海陆共生等课题的创新性思考，以及新锐设计理念的迸发与表现，参赛者有机会与千岛商务区共同成长，助力舟山实现蓝色梦想、打造海上花园、开创出属于舟山、属于未来的蓝海时代！
This competition is themed with Creating a Brilliant Vision for an Insular Business District. Entry teams are encouraged to fully apply their imagination and creativity to explore all kinds of possibilities for the development of Qiandao Business District. Creative thinking on maritime culture and the synbiosis of the sea and land isvalued. Innovative expression of the ideas and concepts is also encouraged.

参赛资格Form of Participation and Qualifications

本次竞赛诚邀国内外高等院校建筑规划专业在校本科、研究生积极参与，可自由组队。
The Organizing Committee invites teams from accredited educational institutions around theworld to form their own teams and engage in the challenging competition. Teams must be composed of undergraduate or graduate students pursuing an undergraduate/ graduate degree while fully enrolled for the entire duration of the academic period during which the competition is conducted.

团队内以城市规划（含城市设计）、建筑专业学生为主、其他参加者专业不限。竞赛采用“网上公开报名”的形式，不限制报名人数与参赛者年龄，但参加人员必须为在读的本科生或研究生。
Teams shall be mainly composed of those students from urban planning (including urban design) and architecture disciplines. Students from other disciplines are also welcomed. Application shall be conducted online, with no restrictions on the number of persons of each team and age of participants.
